
TDA hands over RM11.37b worth of LRT3 Industrial Collaboration Programme projects to Prasarana
Technology Depository Agency (TDA) has officially handed over 64 completed Industrial Collaboration Programme (ICP) projects tied to LRT3 to Prasarana Malaysia Berhad, marking one of the country’s largest ICP completions to date. The initiatives, valued at RM11.37 billion, were delivered alongside the LRT3 build between 2019 and November 2025.
What the ICP covered
The ICP portfolio spans five priority sectors — services, manufacturing, construction, agriculture and green mobility — with outcomes ranging from technology transfer and localisation to skills upgrading and market access. According to TDA, 47 projects enhanced Prasarana’s operations, digital systems and workforce capabilities, while 17 focused on SMEs, universities and local vendors via tech-adoption and sustainability programmes.
Contracting & delivery context
LRT3’s works were awarded to Setia Utama LRT3 Sdn Bhd, a wholly owned subsidiary of Malaysian Resources Corporation Berhad (MRCB), with the ICP requirements implemented in parallel with railway construction. TDA (under the Ministry of Finance) oversaw ICP execution throughout the project window.
Why it matters
TDA CEO Mohammad Rafidi Mat Dahan said the milestone demonstrates how strategic, government-linked projects can drive technology transfer, strengthen local industries and create long-term national value — setting a benchmark for future procurements that embed ICPs to maximise spillovers. The handover took place during Transport Expo Asia (11–13 Nov 2025).
